This is to confirm that Dr. Phan Quoc Viet (President and CEO, Tam Viet Personal Skills Building Centre) has provided short-term consultancy to the DANIDA-NAPA Project on Support to the National Academy of Public Administration (NAPA). The Project, which is financed by the Danish International Development Agency (DANIDA), provides training and capacity development to 45 selected trainers from NAPA and other Vietnamese training institutions with a view to develop new competency-based training courses for Vietnamese civil servants. The consultancy provided by Dr. Viet has primarily been provided for the benefit of one group of trainers, who have developed a short-term training course on “Effective Communication Skills in Administration”.
The consultancy has consisted of working sessions with the group of trainers, as well as input to two workshops in Phan Thiet (21-25 February 2005) and in Da Lat (30 March – 6 April 2005) in which the group participated. As Part of the latter workshop, Dr. Viet gave a one-hour presentation on participatory training methods.
Dr.Viet has provided a highly professional input to the project, which has benefited considerably from Dr. Viet’s insights into communication and skills-oriented and participatory training methods. He has furthermore shown a high level of commitment and interest in contributing positively to the result of the project.
I do therefor not hesitate to recommend Dr. Viet for similar assignments.
