This White Paper proposes the MQHE (Macroscopic Quantum Human Engineering) framework. We define the subject of CTI’s intervention not as isolated "psychology" or "physiology," but as WETWARE: the unified biological computational system (brain–nervous system–body). CTI’s objective is Wetware Coherence Engineering: designing ecosystems and pressure protocols to filter noise, restructure state, and reinforce sustainable neural pathways via myelination engineering.
